Old Business Subcommittee Reports (Remember, please send your sub-committee reports to Joanne DiPlacido, Carolyn Fallahi, & Krystal Rich before our next scheduled meeting). ENOUGH! A race to end violence, Sunday, April 22nd at 8am, followed by a speak-out. Job Place Bullying and Sexual Harassment February 29, 2012 Present; Carolyn Fallahi, Kate McGrath, Meg Levvis, Kathy Hermis, Susan Gilmore, Eva Vrdojiak Absent/Excused: Sally Lesik, Jacqueline Cobbina-Boivin Guests: Rosa Rodrigeuz, Laura Tordenti Bystander Program: stand up, speak out for all sorts of things. Encouraging students to become engaged. Students bullying other students. Sometimes the behavior of the student doing it doesnt realize how offensive, demeaning, and hurting others. In other cases, theyve been doing it all along. Unprotected class bullying goes to Rosa. General bullying go to Chris Dukes. What kind of training does Chris get? He is active in the student association for conduct disorders. He goes to an academy every year and he stays up to date with all sorts of student conduct issues. Provides training to those people who serve as hearing officers. Student code of conduct. Is bullying there? What is very hard is twitter. The student never mentions the name of the other student. Some things protected from freedom of expression. If there are general statements, e.g. about African americans, cannot address it. Legally. What applies. Threatening, intimidation. That is what is in the code of conduct. Bullying is not illegal. In k through 12, its illegal. After that nothing that covers it. Student workers are covered under workplace violence. But, bullying is a form of violence, but most cases they wont fall under the workplace violence. Gossip, work sabotage, similar to domestic violence. A battered spouse one that strikes. Become too much. With student workers, not clear what to do. Student members do have due process. Not well understood. When dont deal with classroom management issues, become a standard of behavior. Then the student hijacks the class. Kathy Hermes is the workplace violence coordinator for CT. Before the legislature. To study violence and abusive conduct among state workers. Reports to HR but very few people who are being bullied. Here and everywhere. Considered useless. Most HR policies. We have union rules. HR people are taught to mediate. Want you to go to the Ombudsperson. Think about it like Domestic Violence. You would never put a violent spouse together in mediation. That is what is done. Becomes this torture for the target of the bullying. That is what almost everyone does. Happens on many campuses. People arent trained to think of it as violence. There are 2 issues if a student feels bullied. Ideally, there would be counselors trained in workplace bullying and student bullying, hopefully there would be counselors trained to help them deal with their feelings. If the professor is really bullying, that needs to be investigated. It can be treated as an employee misconduct if words are exchanged. More passive aggressive. More difficult to deal with. School bullying. What the student can do. Can go to grade appeals. Then need students in the class to come forward. Employee employee bullying. Seems that we are not addressing this. There are real things of incivility & personality conflicts. In Massachusetts a few years ago, they negotiated a mutual respect clause in the contract. There is no chance to do that until our contract expires. We need to handle that in the bounds of the contract and wont violate their contract. Need a policy with procedures that can be applied to all members of the university. Could include student employees on work study up to faculty members. Employer employee relationships, may not have fiduciary duties, employee to employee can happen. How can you have a policy to deal with all the different contracts? Best example. VP being bullied by a group of employees. She was a person of color. They attacked her at meeting. Document, document. Meet it head on. Make it so uncomfortable. Hold somebody accountable. It takes time. What can we do? What can we do that is structured on campus? HR is key. HR would pull in. Staff to Staff: the natural place is HR who would then pull in Rosas office or the particular dean. What power does the ombudsperson have? Often he works with them individually. Cant be completely toothless, knowing that you are being watched? An Ombudsperson is a first start. They cant resolve every issue. The target feels addressed and abused. What can help? Maybe the recommendation is to go to counseling or get referrals. If the Ombudsperson thinks that there needs to be an investigation, there should be investigation mechanisms. There is. If there is a protected class, goes through Rosa. Most bullying is not done with protective class. Can refer to it as abusive conduct. There needs to be something that deals with these channels. That you can follow. Abusive behavior has to go through HR or supervisor. Take your union rep so there is someone else other than you. Abusive conduct: there needs to be different places could go. A. Ombudsperson, B. HR., C. Rosa, D. Womens Center, E. Counseling (EAP) (has the same problem as HR. Those that are targets are also having PTSD.. dont think they will keep things confidential. F. Sueprvisor/Chair, G. Student Conduct (if a student) Had a university conduct policy. Had to take it down. Got challenged and had to take it down because was challenged by freedom of speech. Employment is not guaranteed to you. Some of it is campus culture. A policy is essential. Also we need education. If this is something we dont accept. When you are including students in the policy, then these right wing groups get involved. If you have a definition and the definition involves verbal abuse. A pattern systematic and recurring. If we do something short and to the point. Work place bullying institute they have a definition on p. 3. Ideally. Have a policy and keep calling them in. Cant expect the target to be the one who stands up. Cant expect the battered to stand up. Draft a policy. Present it. The institutional structureeducation and training around this? Bystander. Filter into any policy. See how we can include this. As we try and draft a structure for complaint and a bullying. b.Scholarship Committee The scholarship winner will be announced at the Womens History Month Luncheon. c.Sexual Assault Protocol This subcommittee will be meeting this Thursday at 12pm. Laura Tordenti wanted to inform the committee about a hearing that took place on HB Several CCSU students testified on behalf of the bill and talked about their personal experiences with sexual assault on a college campus. Krystal also commented on her experience testifying on the bill. Laura Tordenti informed the committee that several administrators were asked to speak with chairs of the High Education Committee who are overseeing the bill. CCSU will now have the opportunity to take a look at the bill and make comments. Jacqueline Cobbina-Boivin commented that all three of the students who testified from CCSU had sought our services through the womens center. d. Sexual Orientation/Gender Identity Concerns Ellen gave a repot that GSA Day is all set and in the works. Ellen has contacted several people to bring high school students to campus. GSA Day will be held on April 19th from 9:30-4pm. e. Women of Color Support and Concerns Carolyn Fallahi announced that she would set up a time for this committee to meet. f. Mens Initiative Sub-committee March 5, 2012 Present: Carolyn Fallahi, Jason Sikorski, Kim DeMichelle, Krystal Rich, Jacqueline Cobbina-BoivomExcused/Absent: Bobbi Koplowitz; Sally Lesik, Susan Gilmore Possible political issues related to the initiative. Dr. Sikorski wants to get male faculty members to this event. Special programming for males. At the Enough event the 5K run against sexual assault. Going to bring pictures. Jason will speak and ask William to speak and anyone who wants to say something. Message: guys live in a society where we dont concentrate on the people in our lives and they act in objectifying ways. Need to think more in the moment. Have a bocci ball event. Sometimes to get the ball as close as you can to the ball. Cant just whip the ball. Have to have knowledge of the terrain, some perspective, be softer in certain instances. Full steam ahead approach is problematic. Requested money for the event Could have a $25.00 or $50.00 bluechip card and a t-shirt. CCW may be able to help pay for some t-shirts for the guys? Politically, some things are happening. Guys do respond to this. Know that this does not harm. Get something out of it. With a standardized self-report measure, have some really cool results. Right now its about 50-50 presentations from the guys over the course of the next several months. This program is an adjunctive thing to the other programs going on across campus. This is not a replacement program. Jacqueline: mission of the center is to address these issues. How can we work together on it? Weve seen a backlash on this campus. She doesnt know Jasons program enough to attribute it to Jason. Need to have an understanding of the role as to what we do on campus. What is the backlash? Interesting that certainly the men feel attacked by the program? By a poster campaign? Some men were offended by posters where men were the perpetrators of domestic dating violence. Some men had issues with that. It was explained that it was not intended to offend.. Sounds like a good idea to coordinate these programs? Could we maybe issue a joint statement as to your position? Website on campus to show joint programming? Claiming spot in this larger campus wide program. Truth is. Jason doesnt need a spot. If someone said you are intruding on services already offered, not your spot, would say great. Let me talk about these issues. Intellectually curious. Why do men engage in these behaviors routinely, we excuse it and say that it is a social problem, but no one seems to intervene and say something about the topic. Residence Halls: sexual assault workshops are currently being done in the dorms. Is it your research? What is the ultimate goal? Want to see if he can do a program with guys to see if we can change attitudes. Idea, want to pilot this program in a number of different places. Want to pilot this program to see if can make it work across a number of different context. Did not recall that the men working with were facilitating programs in the residence hall. That is a decision Jason should make. What is the goal? Purpose? Want to see if we can get guys at all levels of hypermasculinity to see the way they view gender that would decrease violence and increase their health. This program. Offers alternative ways of thinking about things. General wellness, seeking social support, living rich life characterized by give and take, understanding that a person you meet at a saloon could be your sister, etc. This might raise some thinking in the moment that might facilitate all of our health. Starting doing this and that is so great. What is it about wanting to make the leap? You have entry into the athletic department. Met the need for NCAA requirement. Value added from that perspective. Have that population could continue to revisit. First need to perfect the product? So, therefore, why not work that angle? Also, could use the resources on campus to tweek the product? No guarantee that he could continue with the athletes. Only a small subset. Could grow. Womens center used to go in and do the presentations and now just deal with first year students. Talking about masculinity. Pilot testing. Not experimental research. Its correlational, in the moment research. Think there is something we can do, want to see if what we do can change attitudes. Feel that he guys will be guys mentality is not acceptable. Guys deserve information and a chance to change attitudes as a way of improving the health and wellness of males and females. Can play a role in that discussion. Jason: will never compete with anyone who wants to do this work. We are all the same. Jason: maybe we should postpone the program on Friday about getting into the residence halls so that we can slow down the process a bit to work on the politics? Jason just wants to be a part of the discussion. He is not interested in a competition. Not interested in that. Some members of the committee are against this idea. Weve been invited to pitch the program to the residence halls and we should go through with it. . This is a program that uses hypermasculinity as a means of healthy living. Present situations that men are often faced with in a college setting. What could you do differently? Its not that you are a bad boy. Rather it is problem-solving, not just to shift focus. Its about living a life that you are comfortable with. Lead you to form relationships that are healthy. It impedes relationship skills. Address mens health issues: 1) violence is healthy, 2) danger is exciting, 3) callous sexual attitudes towards women. 25-30% of men have a sexually transmitted infection, men die 6 yrs earlier than women, .. this is missing in terms of the stuff in the residence hall. What is the harm with them getting it 2x? Need to address men as a primary prevention. Nothing about what to do if you are a victim, nothing about safety, etc. Nothing of that detail. 7. Women's Center Report There are several support groups that are being put on by the womens center. Rosa commented that they are looking for more referrals for the Latin support group. Jacqueline gave an update on the sexual assault training she is doing in the residence halls and that there are only two more halls to complete. 8. New Business: Dr. Tordenti brought up the 4 different hate message that had been posted outside the residence door of two CCSU students. She informed the committee that there is an investigation underway. There will also be a rally that is planned for 5pm to speak-out against these hate crimes and express that CCSU does not tolerate hate. 9.
